United Planning Organization (UPO)
Established in 1962, the United Planning Organization serves as Washington, DC’s primary Community Action Agency and was an early prototype for federal anti-poverty initiatives. Through its Workforce Institute and Building Careers Academy, UPO provides vocational instruction, case management, and job placement to move District residents out of poverty and into long-term employment.

KEY PROGRAMMING
Building Careers
Academy
Participants complete hands-on instruction in plumbing, electrical work, and building maintenance, earning OSHA safety credentials and classroom hours applicable toward Journeyman licensing.
Commercial Driver’s License (CDL)
UPO operates a commercial driver’s license program combining classroom instruction with behind-the-wheel training for Class A and B certifications, alongside training tracks for CompTIA A+ IT certifications and Child Development Associate credentials.
Workforce
Institute
UPO provides a 4 week job readiness program through its Workforce Institute, including a career assessment, support for employment documents, and soft skills management. For DC residents, UPO supports employment placement directly into jobs following the completion of the program.
